"Run your closed test with at least 12 testers": what Google's message means

By the ClosedTest team

You applied for production access, and now Play Console tells you to run your closed test with at least 12 testers for more days. Developers report wording like "Run your closed test with at least 12 testers for 14 more days starting from the review date." We could not confirm the exact text with Google, so compare it with the message in your own Play Console. The meaning is clear from Google's help page on testing requirements.

What it means

Google says that if your app needs more testing, you may need to continue running your closed test. It names two reasons:

  1. Fewer than 12 opted-in testers.
  2. Insufficient tester engagement during the testing period.

So the message is not a final "no". It means Google did not see enough of the requirement, and it wants the closed test to continue before you try again.

Why it can happen

Likely cause What happened
Too few testers Some testers opted out, so you were below 12 on the day you applied. See what to do when a tester drops out
The 14 days were broken Google says testers who opt out before 14 days do not count, and that the days must be consecutive if someone opts out and back in
Low engagement Testers joined but did not really use the app, or you have little feedback to show. See tester engagement

What to do, in order

  1. Read your whole message, including any date. Copy it into a document.
  2. Keep the closed test running (our advice). Do not close the track or remove testers.
  3. Count your testers today. How many are opted in, and since when?
  4. Add testers if you are close to 12. Recruit more than you need. See how many to recruit.
  5. Improve engagement. Send clear instructions and ask for feedback. Use the message template and the bug report template.
  6. Fix what testers find, and record it in your feedback record.
  7. Check the rest of your app: policy, stability, login details. See the production access checklist.
  8. Apply again when at least 12 testers have been opted in for the preceding 14 days, and write new answers. See the questionnaire guide.

How long will it take?

Google says review usually takes seven days or less, but can take longer. How long you must keep testing depends on your message and on your tester count, so follow what your own message says.
