"Do I need 12 testers?" depends on your account. Google's page on the requirement is titled "App testing requirements for new personal developer accounts", and the scope is in its first lines. This guide explains what it says, and what it does not say. Source: Google's testing requirements.
What Google says
Google says the requirement applies to personal developer accounts created after 13 November 2023. These developers must run a closed test with at least 12 testers opted in continuously for at least 14 days before they can apply for production access. Until they do, features such as Production and Pre-registration stay disabled.
A quick way to check
| Your situation | What Google's page says |
|---|---|
| Personal account created after 13 November 2023 | The requirement applies to you |
| Personal account created before 13 November 2023 | The page describes the requirement for accounts created after that date. Check your Play Console to see whether Production is available |
| Another account type (for example an organization account) | That page is about personal accounts and does not describe other types. Check your own Play Console and Google's current help pages |
The most reliable check is your own Play Console. Google says Production stays disabled until the testing requirements are met, so a disabled Production track on a personal account is a strong sign that the rule applies to you.
What if you are not sure?
- Look at the Dashboard of your app in Play Console. Google says the application for production access happens there.
- Read Google's page again, because Google can change the rules. We update our guides when it does.
- If you are about to pay for testers, check first that you need them. Ask yourself: is my Production track disabled?
If the rule applies to you
Start with the 12-tester rule explained, then set up your closed test, and use the 14-day plan.
