Google Play Tester Requirement: 12 Testers and 14 Days Explained

The simplest explanation of the requirement is also the easiest place to make a mistake: it is not just 12 invitations for 14 calendar days.

The rule

Google requires covered newly created personal developer accounts to run a closed test with at least 12 testers opted in continuously for at least 14 days before production access can be requested.

What 12 means

The 12 are testers who are opted in to the closed test. Inviting 12 people, emailing 12 people, or having 12 people interested is not the same condition.

What 14 means

The requirement refers to continuous opt-in for the preceding 14 days. The qualifying period is not simply a total of 14 scattered testing days.

Who is covered

Google's current documentation applies this requirement to personal developer accounts created after November 13, 2023. Other account or testing-track circumstances can differ.
